What if Something is Wrong: Where and How to Report

You have witnessed or have knowledge of an action or statement that might be against the rules or the law. What do you do? Who do you inform? If you follow the steps below, you will be able to deal with the situation and make sure justice is served:

Step 1: Figure out what rule or law you think was violated

There are two different violations that can occur in Virtual Congress: those that violate the Rules of Virtual Congress and Discord itself, and those that violate the Law of Virtual Congress. These terms may seem very similar, but figuring out what jurisdiction the action or statement you are concerned about falls under is vital to its resolution.

The Rules of Virtual Congress and Discord amount to a set of guidelines found under reminder-of-rules as well as Discord’s Terms of Service.

The Law of Virtual Congress amounts to anything that may be permitted under the Rules, but has been designated as a crime in bills that have been signed into law, the Constitution or has been established in other legal documents such as the United States Code of Law.

Examples of violations of the Rules include: excessive swearing, trolling, impersonation, alt accounts and profile pictures featuring radical political ideas or figures.

Examples of violation of the Law include: perjury, tampering with evidence, tampering with legislation and abuse of power.

Step 2: Who to inform

In the case of a Rule violation, the appropriate authority to contact would be an Admin or a Moderator since this is an administrative matter. They will be dealing with the issue and ensure a safe and welcoming environment.

In the case of a violation of the Law, the Attorney General is the appropriate authority to contact. They will start an investigation into the concerns and take further action if necessary. The current Attorney General is Attorney General Josh Harder (D).

In both cases, the best way to approach informing is through a private message to the individual so they can respond without interference or tipping off potential suspects.

Step 3: Additional advice

In the event that the appropriate authority is not responding to you in a timely manner, contact anyone else who is qualified to deal with your concern.

If you see anything that is of concern to you, screenshot it as evidence. It may be helpful to any further action. Including such evidence in your report is incredibly helpful as well.

Do not try to engage with the suspect themselves, they may be hostile to you or try to cover up their misconduct if they fear repercussions in the future.


By following these steps, misconduct will be handled in the best possible way while ensuring due process is followed.
